I’ve spent my life serving Orem and Utah Valley—as a 13-year City Council member, nonprofit CEO, and community advocate. I understand how city government works and have led through growth and crisis. I’ve built strong partnerships and received honors like the Utah Valley Chamber of Commerce Chamber Champion Award and Utah Business’s Woman of the Year.
As mayor, I’ll focus on four priorities:
1. Bringing our community together—by listening, rebuilding trust, and encouraging respectful civic involvement.
2. Restoring a forward-thinking vision—investing in spaces where we can connect, and support small businesses.

I’m Tommy Williams, and I’ve been proud to call Orem home for most of my life. As a lifelong resident, I understand the importance of preserving the unique qualities that make our city special while also planning for its future. I am grateful for the opportunity to run for Orem City Council because of all that Orem has given to me and to my family. I raised my four kids here, where they attended Orem’s wonderful schools. I am a BYU professor who coached Orem’s
youth for many years in recreational sports, served as chair of Orem’s Natural Resources Advisory Commission, and previously served as an elected school board member.
I am a fiscal conservative who believes in small government and in making wise long-term investments that will pay off for our children. I believe in listening to everyone, in building bridges between people who disagree, and in finding creative, practical solutions to our challenges. We urgently need to return to Orem’s traditional values of trust, mutual respect, and collaboration to avoid political polarization.
My daughter is a first responder, and I believe that we must continue to attract and retain amazing emergency services and city staff. I will work to preserve our great neighborhoods and remaining agricultural land. I will help to bring new businesses and restaurants to Orem and improve our quality of life by investing in our parks, recreation, trails, library, arts, and wonderful community events.

Doyle and Kitty Mortimer have lived in Orem for 46 years. Doyle graduated from BYU. They have seven children.
Doyle understands our responsibility to serve. He has served the Orem area extensively including serving in the Utah State Legislature, on the Board of Trustees at UVU, UCAT, the Provo-Orem Chamber of Commerce, and the Utah Manufacturers Association Board among others.
Doyle Mortimer will provide principle-centered leadership to the Orem City Council.
- Fiscal responsibility and Limited Government. Monetary decisions must maintain economic stability now and for future generations, and Individual freedoms and responsibility should be free from unnecessary government regulations.
- Citizen Involvement. Engaging citizens in policy development provides opportunity to make better decisions.
- Civility and Transparency. Civility and Transparency in government promote unity and better decision-making. When we treat each other with respect, mutual trust and understanding increase, even when disagreements arise.
- Integrity and Accountability. Being honest and voting consistent with my personal values and principles will help me be consistent. I also believe that I am accountable to those who elect me, and though I cannot please everyone, I will listen to and represent your needs.

Councilwoman LaNae Millett was elected to the Orem City Council in 2021 and is a dedicated public servant with a long history of community involvement. For decades before her election, LaNae served diligently in the PTA & SCC, on city boards and commissions, and as a leader in her neighborhood and church congregation.
LaNae has been instrumental in establishing Orem’s identity as Family City USA, protecting and revitalizing neighborhoods, blocking the construction of 10,000 apartments on State Street, increasing city services without raising taxes, promoting owner-occupied housing, and improving public safety for children near schools. She also played a key role in launching the Orem MyHometown initiative, which strengthens neighborhoods through education, service, beautification, and connection.
LaNae relies on her conservative values to guide her decision-making. Known for her diligence and accessibility, LaNae advocates for residents and drives positive outcomes for Orem. In 2024, her public service was recognized when she received the Best of State Award for an Elected Official, nominated by Orem City staff.
LaNae holds a bachelor’s degree in Business Finance from BYU. She and her husband, Ken, have lived in Orem for 35 years. They are the proud parents of five children.

I am honored to be running for re-election to the Orem City Council.
Over the past 12 years, I have worked hard to protect the integrity of our neighborhoods, keep taxes low, and support the services that make Orem a great place to live. I first ran for office to save the City Center baseball fields from becoming a parking lot.
I have continued to defend Orem’s family-friendly values. I led the effort to put a moratorium on the State Street Master Plan that would have added 10,000 high-density apartments and have consistently promoted responsible growth for “Family City USA”.
I have supported major infrastructure projects – a debt-free $37 million City Center and a 10-million-gallon water tank, without raising taxes. I have also worked to improve traffic safety, expand youth programs, improve the library, support our first responders, and recreation services. I believe in small government.
I am a BYU graduate, business professional, and proud Orem resident of over 40 years. My goal is to preserve Orem’s small-town feel, while ensuring a strong, sustainable future for the next generation.

General Election Information
You may be eligible to register to vote online. The State database draws your information from your driver’s license, so your correct home address must be listed on your license in order to qualify. Click here if you qualify.
Qualified individuals need to fill out a registration form and submit it to the Utah County Clerk’s office.

Deadline for submitting registration form:
- By Mail: This form must be postmarked at least 30 days before an election to be eligible to vote in that election.
- Walk In: This form must be delivered in person to your county clerk or complete an online registration at least 11 days before the election to be eligible to vote in that election.
It is important that voter registration information is current because only active registered voters will receive a ballot.

For mailed ballots to be counted, they must be postmarked the day BEFORE Election Day. (Monday)
The City of Orem has added 2 BALLOT DROP BOXES for your convenience.
- Orem City Library – along 100 North – next to the Library and Utility Drop Boxes
- Orem Senior Center – in the Parking Lot along 400 East
Drop Boxes will be checked and emptied daily. You can drop off your ballots up to the close of Election Day (8:00 pm Election Day)
The City contracts with Utah County to conduct an all Vote by Mail election. Since everyone will have been mailed ballots, the only Early Voting location will be at the Utah County Election Office.

Municipal (City) Election Information
Municipal Elections are held on the odd-numbered years. County Elections are held on the even-numbered years.
Requirements to declare yourself a candidate you must answer the following questions:
- Are you a United States Citizen?
- Are you a registered voter of this (Orem) municipality?
- Will you be at least 18 years at the time of the next municipal election?
- Will you have been a resident of the municipality for 12 consecutive month’s immediately before the date of the election?
- Have you ever been deemed mentally incompetent, convicted of a felony, or convicted of treason or crime against the elective franchise (Orem)?
If the prospective candidate does not meet the qualification requirements for the office, the filing officer may not accept the declaration of candidacy or nomination petition.
If it appears that the prospective candidate meets the requirements of candidacy, they are to file a declaration of candidacy, in person with the City Recorder during the office hours of 8:00 am -5:00 pm between June 1st and June 7th, 2023 and pay the filing fee required by municipal ordinance. (O-2019-0004)

There is a filing fee for all those that qualify for Declaration of Candidacy.
- For each person seeking to become a candidate for Mayor, the filing fee shall be one hundred fifty dollars ($150.00); and
- For each person seeking to become a candidate for Council Member the filing fee shall be seventy-five dollars ($75.00).
