About Utopia Fiber
UTOPIA Fiber, also known as Utah Telecommunication Open Infrastructure Agency, is an open-
access fiber-optic network that was founded by 11 Utah cities in 2004 with the mission to bring
fiber-optic connection to every resident and business in their communities! Since then UTOPIA
Fiber has expanded to 20 cities and is still working hard to make high-speed internet accessible
and affordable for every resident and business in their member cities!

The Utah Infrastructure Agency (UIA) is an inter-local agency formed in June 2010 with 9 of the
11 original UTOPIA Fiber pledging member cities. The UIA was formed as a funding mechanism
to continue out the growth of the network.
In 2002, Orem along with 10 other Utah cities formed into an inter-local agreement with UTOPIA
Fiber because the City Council understood the importance of broadband. They knew how the
demand for quality connectivity would grow exponentially in the years to come and how having
access to this technology would benefit their community.
From 2004 to 2008, 11 cities, known as the UTOPIA “pledging” cities, issued bonds for
construction of the network using sales tax pledges as collateral to secure the bonds.
Unfortunately, due to several factors, UTOPIA has not been able to cover all of the costs of
paying the debt service on these bonds and the cities have had to make the debt payments. In
recent years, UTOPIA has been able to increase the amount it pays towards the debt service of
these bonds, and hopes to continue to increase the amount it is able to pay towards this debt in
the future.
UTOPIA Fiber is continuously moving forward and is in the best shape it has ever been in. They
have now hit operational break-even, where all operating expenses are now covered by
revenues and they continue to expand with 20 cities and 3 operational partners currently
operating on their network with over 60,000 subscribers.
