About the Utility Fund Transfer
As required by Utah Code 10-6-135.5, this notice is being provided.
Each year, the City is required by law to purchase certain services from itself. Its sounds strange, but this is how it works.
Instead of using additional tax dollar to purchase the services, the State allows the City to transfer money between the water, sewer, storm water, street light, and general funds to cover the cost of those services without raising taxes.
Money is transferred between the various funds as shown below with an instantaneous back-and-forth transfer. Neither fund has a net increase or decrease.

These transfers are of funds which are not classified as an allocation of costs between funds. These amounts will not be repaid.
A public hearing was held on Tuesday, June 18, ,2024 at 6pm in the City of Orem Council Chambers. Following the public hearing, the City Council adopted the final budget which included the utility transfers.
